The Office of Civil Rights (OCR) conducted desk audits of all state community colleges to ensure that the institutions occupational programs were not discriminating against gender nor ethnic minorities. The data used to conduct this audit was provided to OCR by the Michigan Department of Education Community College Services Unit (MDE). MDE would compile data from two IPEDS reports that Oakland Community College then submits in the annual state/federal reporting process (Year End Enrollment and Degrees Conferred). OCR would compare the percent of ethnic and gender enrollment in occupational programs to the percent of graduates by gender and ethnicity. As long as the two percentages were within the acceptable range the institution was considered to be in compliance. If found not to be in compliance the college would be subject to a site visit and the college would be required to prepare a plan for eliminating possible biases.
